Portugal, a land with a strong Catholic tradition, legalized abortion in 2007. On April 10, 2007, the President of the Republic, Anibal Cavaco Silva, promulgated the law legalizing abortion until the tenth week, two months after a popular referendum in favor of the law. Participation in the vote had been insufficient, but the text was approved by nearly six voters out of ten. A year later, in April 2008, the Portuguese parliament approved the law legalizing divorce, a text promulgated by the head of state in October the same year. And now the law on homosexual marriage, voted last February by a majority of the left in Parliament, was promulgated by the head of state on May 17, within the legal deadline, or three days after Benedict XVI’s visit.
